Welcome to the "Competition Affairs" section of OFTA's website.

This section focuses on OFTA's investigations, casework, reports and policy analysis in the competition law and fair trading area. It supports the well-established routes for communication between the Competition Affairs Branch of OFTA and all operators in the Hong Kong telecommunications industry. It is also a useful resource for consumers, industry advisors and anyone else who is interested in this area.

In addition to various guidelines and enforcement action taken by the Telecommunications Authority (TA), you will find announcements of our investigations into specific industry and consumer complaints. It should be noted, however, that the announcements published here do not in any way imply that a view has been reached on the merits of the case in question.

Finalised cases are also published here, whether dismissed or established. These cases present a fuller picture of the work and issues encountered by OFTA and the industry. They also provide insights into the TA's views on particular issues of concern and areas where further improvements in industry practices are required.

Over time, the materials published here will help the industry identify issues that the TA is likely to want to investigate. There are also links to relevant texts and other web sites that can be useful when assessing competition and fair-trading issues in Hong Kong.

We also list the names and contact details of staff of OFTA's Competition Affairs Branch who can assist you in dealing with specific issues. We would be happy to discuss with you issues of interest whether formally or informally, subject of course to our confidentiality obligations. We are also happy to receive information which may lead to investigations under applicable competition laws and fair trading regulations.
